Detailed History
Prior to both REV and the Transportation Alternatives Program (TAP), Transportation Enhancement (TE) activities offered funding opportunities to help expand transportation choices and enhance the transportation experience through eligible activities related to surface transportation, including pedestrian and bicycle infrastructure and safety programs, scenic and historic highway programs, landscaping and scenic beautification, historic preservation, and environmental mitigation. The Moving Ahead for Progress in the 21st Century Act (MAP-21) replaced the TE activities with TAP.
TAP authorized funding for programs and projects defined as “transportation alternatives,” including on- and off-road pedestrian and bicycle facilities, infrastructure projects for improving non-driver access to public transportation, and many more. However, funding for TAP was limited, between $4 million and $6 million per year, and the application process was complex. In 2016, the Broward MPO initiated the REV program in order to replace TAP. The REV program offers a streamlined application process and an objective ranking process.
