Transportation Resiliency Framework Study

The purpose of this study is to develop a framework for climate change preparedness into project plan (MTP) and the future efforts of our partners. Focusing on the eight (8) identified study areas from the MPO's 2045 MTP, the team will develop a framework to identify and address the network vulnerabilities.

The Second Phase of the Pilot Project applied the climate change stressors to county and local roadways within the Broward region.

On December 11, 2014, the Broward MPO authorized the funding of the Second Phase Study, building upon the work of the Pilot Project. This Second Phase Study applied the climate change stressors to county and local roadways classified as collectors and above within the Broward region. This effort included an assessment of the locations and elevations of significant roadways and bridges throughout Broward as compared to current and future flood levels.

The analysis resulted in the identification of vulnerable facilities and methods for treatment of the impact of specific stressors on the roadways. The Second Phase Study provided planning level cost estimates for these treatments and recommended strategic approaches for decision-makers to determine where to focus on transportation investments. The MPO Board approved the Second Phase Study on October 13, 2016.

South Florida Climate Change Vulnerability and Adaptation Pilot Project

The Broward MPO led the Pilot Project to examine the vulnerability of the regional transportation network to climate stressors in the four-county South Florida region.

The Pilot Project covered the four counties and three MPOs in the South Florida area. The purpose of the Pilot Project was to determine the impact of extreme weather on the area's regional transportation network based on the following stressors:

  • Sea level rise
  • Storm surge
  • Precipitation-induced flooding

The focus of the Pilot Project was to develop a consistent methodology for integrating vulnerability into the MPO transportation decision-making process. The Broward MPO Board endorsed the South Florida Climate Change Vulnerability and Adaptation Pilot Project on March 12, 2015 and the Federal Highway Administration approved it on September 29, 2015.

Trainings
The Broward MPO hosted All-Hazards Recovery Training, an FTA-sponsored program, on March 5-6, 2018.

The purpose of this training was to equip the region to develop a comprehensive emergency recovery plan that maximizes the use of transit, social media, TDM strategies, and ITS technologies.

Sea Level Rise (SLR) Viewer Training- October 27, 2017.

The Broward MPO hosted a Sea Level Scenario Sketch Planning Tool technical training workshop provided by the University of Florida GeoPlan Center on October 27, 2017. The Florida Department of Transportation (FDOT) sponsored the training, including information on SLR projections, as well as demonstrations of the tool, guided training exercises, and a group exercise.
